The empowerment of the regional platforms of the information system of the national natural heritage inventory (SINP) reflects the need to identify the regional systems that sets up the SINP.
Empowerment is a constructive and incentive approach allowing collective implementation of the SINP. It is granted for a fixed period of time, defined during the examination of the file submitted by the platform, depending on the information provided. The authorization may be conditional and accompanied by recommendations. It is reviewed periodically, every 3 years at the most.
The accreditation file is carried by the DEAL / DREAL / DRIEE and, if necessary, its co-pilot. It is built at regional level in a partnership way.
The regional platforms are thus empowered by an empowerment procedure following the submission of a file.
The evaluation of the file is carried out by an empowerment committee which has the mandate to examine requests.

Description of the device
Governance is in place and functioning, with more than 90 structures participating and meeting annually, an increase of about 30 since the first accreditation.
The visualization and the provision of data is ensured by tools developed in 2020 under GeoNature: Silene Nature and Silene Expert put in production in March 2021. The provision of data is operational, supervised and monitored.
More than 12.4 million fauna and flora data can be consulted in March 2023, which is more than double compared to the first habilitation.

The implementation of the SINP in the Centre-Val de Loire region took shape in 2015 with the organization of the local SINP / ORB governance (piloting and animation) and the development of the main SINP tools: data standard, sensitive data repository, regional charter.
Regional facilitation to generate SINP membership began in 2016 and continues today. The main producers of naturalist data in the region adhere to the regional charter.
The release of the GINCO tool in 2017 made most of the data streams in the charter functional for the taxon occurrence part.
However, important work remains to be done, notably on the scientific validation of fauna data and the integration of habitat data.

The computer tools (Borbonica data distribution platform) and methodological tools (sensitive data repository, validation protocol) are operational. The framework for data sharing is formalized in a regional charter. The data exchanges are effective since the beginning of 2018.

Steering by the DRIEE with co-steering by the Region is in place, and a project team ensures coordinated animation and implementation of the SINP at the regional level (DRIEE, Region, ARB-ECdF team, CBNBP). The operational team of the ARB was entrusted with the transversal animation of the network of actors and the implementation, the 2 regional databases (fauna and flora) are administered (ARB and CBNBP) and fed with data shared by a large and growing number of data producers, steering bodies and/or monitoring of the functioning of the data entry, management, sharing and dissemination tools (GeoNat'ÎdF, FLORA and related tools) work.
It should be noted that, in spite of a real dynamic of the actors around the tools and the sharing of data through these tools, a regional monitoring committee (CSR) dedicated to the SINP is still missing and should be set up soon. In addition, the CSRPN is currently not specifically solicited due to the lack of a specific identified need, but is kept informed of the current dynamics and can be solicited if necessary.

Description of the device
By a joint will of the DREAL and the Regional Council, the SINP Auvergne-Rhine-Alpes started in 2007 by the creation of the PIFH (PIFH) on the former Rhone-Alpes region. This PIFH is based on a Charter signed by the DREAL, the Région and the Départements in February 2013. The network of the PIFH counts in October 2018, 77 adherent structures and many partner structures but not adherent (engineering offices notably). This Charter has just been updated to comply with the SINP protocol. The Pole extends from now on to the Auvergne territory. Recently, the PIFH also concerns the fungus and the lichens. A PIFH invertebrates is in the course of deployment. The dynamics on the thematic of the flora is well in place, the network of the PIFH is active and the data exchanges function.
Concerning the regional governance of the SINP, discussions are in progress and aim to consolidate a common position (DREAL, Regional Council and OFB) during the year 2019, with the ambition of deploying a centralizing computer platform under GeoNature.

The DREAL Occitanie initiated in 2017 the setting up of an Natural Heritage Inventory Information System in Occitania as an extension of the existing SINPs in the former Languedoc-Roussillon and Midi-Pyrenees regions, as an extension of the national SINP. It is part of the Regional Biodiversity Observatory, carried by the Regional Biodiversity Agency.
The governance of the SINP is operational at the level of the new Occitanie region since 2019.
3,384 million fauna and flora data are currently loaded on the regional platform (GeoNature tool). However, 4,580 million data are available, the difference corresponding to data put into the regional source format but not yet transferred to GeoNature (figures as at 15/12/2020).
Data inputs are steadily increasing and approaching the completeness of current knowledge for some taxonomic groups.

Description of the device
The governance of the system is in place and functional. Co-piloting is ensured by the State (DREAL/OFB/Water Agencies) and regional exchange platforms and by the preparation meetings of the SINP management team.
The Regional Monitoring Committee (CSR) is provided by the Regional Biodiversity Committee (CRB) and its sub-committee on Strategies.
The SINP management team is part of a collaborative and partnership-based approach. It includes the main regional or ex-regional associations that produce data.
The regional SINP centres lead the networks of data producers.
